LAKESHORE, SAN FRANCISCO — San Francisco is inviting proposals to redevelop and operate recreational facilities on approximately 9.5 acres of public land at 520 John Muir Drive, with submissions due by 3 p.m. Thursday, December 17, 2026.
The official Lake Merced West Request for Proposals was issued August 21. San Francisco Recreation and Parks, working with the Public Utilities Commission, seeks a qualified operator or operators to develop all or part of the former Pacific Rod and Gun Club grounds. The contemplated lease could last up to 20 years while the land remains publicly owned.
What uses may be proposed?
Possibilities include a boathouse and docks, rowing, kayaking, playgrounds, recreational courts, nature interpretation, picnic space and other public-serving amenities. These are potential uses, not facilities that already exist or have been approved for construction.
Environmental history
The former shooting club operated from 1934 until 2015. The city says demolition and soil remediation work has been undertaken, with a more recent phase completed in 2025. Prior environmental review considered a range of options but did not select a final operator or construction design.
Proposals will be evaluated for public access, financial viability, environmental stewardship and compatibility with the area. Organizations interested in the opportunity should read all formal RFP requirements, amendments and submission instructions.
